Rosslyn Business Improvement District Promotes Victor Carcamo to Vice President, Operations & Public Safety

ROSSLYN, VA. (March 6, 2025) — The Rosslyn Business Improvement District (BID) has announced the promotion of Victor Carcamo to the position of Vice President, Operations and Public Safety. In this newly expanded role, Carcamo will oversee an integrated operations program that combines public safety, cleanliness, homeless outreach, and beautification—an intentionally holistic operations program to enhance Rosslyn. The evolution of this role, which builds on Carcamo’s extensive experience managing ambassadors, cleaning, and hospitality, highlights Rosslyn BID’s growing commitment to proactive security measures, including Crime Prevention Through Environmental Design (CPTED), partnerships with community organizations, and a responsive approach to evolving stakeholder needs and feedback.
For several years, the Rosslyn BID has steadily expanded its focus on security, culminating in the creation of this position, which merges the efforts of private security with traditional ambassador services. This uniquely integrated strategy—currently unmatched by any other BID in the area—positions the Rosslyn BID as a leader in combining safety, hospitality, and community engagement in one comprehensive program. Carcamo and the team will continue to work closely with Arlington County Police and Fire Departments, property managers, and key community partners like PathForward, an Arlington-based homeless services organization, as well as private security teams, ensuring the seamless coordination of public safety efforts alongside ambassador and service programs.
Since joining the Rosslyn BID in 2011, Carcamo has been instrumental in growing the Ambassador program from four to 10 members and ensuring a clean, safe, and welcoming environment. Carcamo has enhanced community engagement through hospitality, events, and marketing, and led safety initiatives, including the launch of the BID's off-duty police program, the Rosslyn Safety and Security Group, and piloting private security. Recently, he earned CPTED certification from the National Institute of Crime Prevention, further enhancing his expertise in designing safe public spaces.
